NOTICE

on the Application of the Apostille in Place of Consular Legalisation

for Public Documents from Burundi and Rwanda as from 11 September 2026

1. General information

Viet Nam has acceded to the Convention of 5 October 1961 Abolishing the Requirement of Legalisation for Foreign Public Documents (the Apostille Convention). The Convention entered into force for Viet Nam on 11 September 2026. In relations between Viet Nam and Contracting Parties for which the Convention is in force, public documents falling within the scope of the Convention require a valid Apostille instead of consular legalisation.

2. Change at the Embassy of Viet Nam in Tanzania

As from 11 September 2026, the Embassy of Viet Nam in Tanzania ceases to accept applications for consular legalisation of public documents issued by the competent authorities of the Republic of Burundi and the Republic of Rwanda, where such documents fall within the scope of the Apostille Convention.

For documents issued in Tanzania, Kenya, Uganda, Ethiopia and Somalia, consular legalisation at the Embassy continues to apply under the existing rules, as those States are currently outside the Apostille mechanism applicable in relations with Viet Nam.

3. Documents issued in Burundi or Rwanda for use in Viet Nam

Any individual or organisation holding a public document issued by a competent authority of Burundi or Rwanda for use in Viet Nam should apply directly to the competent Apostille authority of the State where the document was issued. A public document bearing a valid Apostille may be used in Viet Nam without further consular legalisation. Where the document is not drawn up in Vietnamese, a Vietnamese translation notarised or certified in accordance with Vietnamese law is required.

4. Vietnamese public documents for use in Burundi or Rwanda

The Embassy does not issue Apostilles. Vietnamese public documents are to be submitted to the competent authority designated by Viet Nam for the issuance of Apostilles in Viet Nam. Information on the receiving authorities, required documents, fees and processing times is available at apostille.lanhsuvietnam.gov.vn.

5. Cases in which consular legalisation continues to apply

• Documents executed by diplomatic or consular agents;

• Administrative documents dealing directly with commercial or customs operations;

• Documents issued in a State or territory in respect of which the Apostille Convention is not in force with Viet Nam, or documents falling outside the scope of the Convention.

6. Transitional arrangements

Documents legalised through consular channels before 11 September 2026 remain valid for use in Viet Nam and do not need to be reprocessed in the form of an Apostille. Applications for consular legalisation validly received by the Embassy before 11 September 2026 continue to be processed under the applicable legalisation rules.
